The East Bay Municipal Water District has announced that customers who fail to use 10% less water than they used at the same time last year face a $2 surcharge for every 748 gallons they use beyond their allotment. Additionally, the district board will vote on a proposed 10% rate increase for residential users July 8, 2008. Customers who use less than 100 gallons a day would be exempt from the surcharges and rate increase under the proposed plan.
